A small independent label, from Scotland. The only Phoenix Promotions record that I have been able to trace was a single by Matt Black, 'Love Me Girl' b/w 'Could This Be Love', which came out in 1971. Its catalogue number, TD-6917, was one of a series used by Craighall Studios of Edinburgh for custom recordings, and the label itself was of what seems to have been the typical Craighall type.
